      PUBLIC HEARING NOTICE

      Notice is hereby given that on October 12, 2017 at 7 p.m., or as soon thereafter as the matter may be heard, The Planning Commission of the City of Roseville will hold a Public Hearing at the City Council Chambers located at 311 Vernon Street, Roseville, CA for the purpose of considering a GENERAL PLAN AMMENDMENT, DESIGN REVIEW PERMIT, AND TENTATIVE SUBDIVISION MAP – NCRSP PCL44 BROADSTONE HOLDEN – 1035 ROSEVILLE PARKWAY – FILE # PL17-0132.

      Request: The project includes a request for a General Plan Amendment to change the land use from Medium Density Residential (MDR-12) to High Density Residential (HDR-19) to align with the zoning designation on the site. A Design Review Permit is requested to allow construction of a three-story 201-unit (235,744 sq.ft.) age-restricted apartment complex and a two-story 121-unit (133 bed, 120,570 sq.ft.) assisted living facility. A Tentative Parcel Map will subdivide the 20.40 acre parcel into two parcels (Parcel 1 = 10.80 acres, Parcel 2 = 9.64 acres).

      Environmental Determination: The Planning Manager has determined that the above project will not have a significant effect on the environment and proposes that a Negative Declaration be adopted. This determination has been based upon an Initial Study, which has concluded that there will be no significant environmental impacts. At this meeting, the Planning Commission may adopt the proposed Negative Declaration. The Negative Declaration was published on September 20, 2017 and the public comment period ends on October 20, 2017. The Initial Study/Negative Declaration is available for public review at the Roseville Permit Center, 311 Vernon Street, Roseville, CA 95678 (8:00 a.m. to 5:00 p.m., Monday through Friday) or online at http://www.roseville.ca.us/gov/development_services/_planning/environmental_documents_n_public_notices.asp.

      Interested persons are invited to contact the Project Planner with questions and/or comments prior to the Public Hearing by phone at (916) 774-5276, email at gmccoll@roseville.ca.us, or in writing to Gina McColl, Planning Division, 311 Vernon Street, Roseville, CA 95678 and may testify at the Public Hearing. If the matter is continued for any reason to a later date, written comments and public testimony will be accepted until the close of the final Public Hearing. All comments will be considered by the Approving Authority.

      The Planning Commission’s action on the project may be appealed by any interested person to the City Council by filing a written appeal with the applicable fee with the City Clerk within 10 days following the Planning Commission’s final action on the project. If the City Council is the final Approving Authority, or if the project is appealed to the Council, the Council’s action is final. If you challenge the action of the Planning Commission on this matter in court, you may be limited to raising only those issues you or someone else raised at the Public Hearing described in this notice, or in written correspondence delivered to the Planning Division at, or prior to the Public Hearing.
