Notice is hereby given that on December 6, 2017 at 7 p.m., or as soon thereafter as the matter may be heard, The City Council of the City of Roseville will hold a Public Hearing at the City Council Chambers located at 311 Vernon Street, Roseville, CA for the purpose of considering a GENERAL PLAN AMENDMENT. DEVELOPMENT AGREEMENT AMENDMENT. SPECIFIC PLAN AMENDMENT. AND REZONE- SVSP FEDERICO- FILE# PL 17-0024.

Request: The entitlements include: 1) General Plan amendment to change the land use designations from approximately 40.27 acres of Medium Density Residential (MOR), 8.28 acres of High Density Residential (HOR), 1.72 acres of Park and Recreation (PR), 7.02 acres of Public/QuasiPubllc (P/QP), 3.04 acres of Open Space (OS) and 5.35 acres of right-of way to approximately 22.46 acres of low Density Residential (LOR), 25.32 acres of MOR, 7.04 acres of HOR, 1. 7 acres of PR. 3.05 acres of 05 and 6.11 acres of rightof- way; 2) Development Agreement Amendments for the Westpark/Mourier/Federico Development Agreement; 3) Amendment to the Sierra Vista Specific Plan to reallocate acreage and units consistent with the land use changes; and 4) a rezone of the property consistent with the land use changes.

Environmental Determination: Consistent with California Environmental Quality Act (CEQA} Guidelines Section 15164, regarding a previously certified and adopted Environmental Impact Report (EIR}, an Addendum to the SVSP EIR (SCH #2008032115, certified May 5, 2010) has been prepared to cover the minor technical changes and additions necessary to describe the proposed project.

Interested persons are invited to contact the Project Planner with questions and/or comments prior to the Public Hearing by phone at {916) 774-5276, email at gmccoll@roseville.ca.us, or in writing to Gina McColl, Planning Division, 311 Vernon Street, Roseville, CA 95678 and may testify at the Public Hearing. If the matter is continued for any reason to a later date, written comments and public testimony will be accepted until the close of the final Public Hearing. All comments will be considered by the Approving Authority.

If you challenge the decision in court, you may be limited to raising only those issues you or someone else raised at the Public Hearing described in this notice, or in written correspondence delivered to the City Clerk at, or prior to the Public Hearing.
